It is not illegal to slap your own child. You should be very careful not to even TOUCH someone else's child for fear of being arrested for assault, child abuse, sex abuse of a minor child, or any number of outrageous claims.
The point of discipline is not to relieve your own anger and frustration by striking your child, but to teach the child what is appropriate behavior and WHY. Using a slap (or spanking) as the initial response to undesirable behavior is self-indulgent. When the child has been told why a behavior is not acceptable in clear and concise terms that is understood, I am perfectly OK with a slap if the behavior continues after a second "teaching moment".
A slap should never be to a child's face....the back of the hand, or a bare thigh or butt is fine, but the intensity should be monitored to startle, not injure.
