If you are in the US, the Heating Element tis a 240V circuit.
Use and Ohmmeter to find the two 120V wires that go to the Heating Element.
Use and Ohmmeter find the Ground wire, the remaining wire is the one that goes to the switch.
If in doubt call an electrician, WBMS
The problem is most likely in the multifunction switch, on the steering column.
You will need to take it to a dealer to be checked out and replaced if necessary, WBMG
The headlamps system is protected by a circuit breaker, not a fuse.
