How can I get an anti-theft system "unlocked" in my ECU for my 1991 Chrysler New Yorker? just had it rebuilt but won't work until the anti-theft system get unlocked.

I have a 1991 Chrysler New Yorker Salon. Recently had problems starting. I was advised that I may be using wrong type of gas. The Owners' Manual states "for an excellent fuel economy use high quality unleaded gasoline having a minimum octane rating of 87." It further states that using a poor quality gasoline can cause problems such as hard starting, stalling and stumble. I have been using Arco BP gasoline with an octane level of 87 for years. Well I am very disappointed to say the very least! Not ONE straight forward answer.
Can someone please advise me where I can find the ratios of gasoline blends? I have been on the BP.com website couldn't find what I need to know. I would appreciate anyone's input on this.
