How old does a child have to be to babysit another child?

It really depends on the children involved. If the younger child is well behaved and respectful of the older child, then 12 or 13 would be a good age to start babysitting for short periods. If the younger child is a brat or the older child is prone to bullying the younger child, then they shouldn't be left alone together for any period.
I know some states have an age requirement, but unless something happens to cause child protective services or law enforcement to be called, it is rare that the law would enforced.

Depends on the maturity level of both children

What about a 9 year old babysitting a 7 year old?

Not a good idea, to young and to close.
