      DEPENDS HOW ENCRUSTED IT IS STEEL WOOL OR WIRE BRUSH SHOULD DO THE TRICK> THERE IS A PRODUCT CALLED RUST INHIBITER THAT CHANGES THE RUST TO A SURFACE THAT CAN BE PAINTED>
