The owner would be the financer of the motorcycle. The repo company should have their information. Repos if in good shape are typically sent off to auctions or resold so the finance company can recoup a part of what they lost due to the loan not being paid.
ssshhh. sign it yourself. go to bootleg notery
YOUR location is not mentioned but I have never heard of having to get the registered owners permission to buy a repo.

In Australia once repossed they registered owner that is the delinquent person has a period to pay overdues then the item is sold at public auction.

Also in Australia you can apply to the Department of Road Transport, and pay a fee, for the registered owner of a vehicle using the registration number on the plate. If the person is moving this last info will not help but threw it in for general knowledge.

I would approach the finance group to the loan for the bike and try that approach, the repo yard should be able to provide the finance companys` details. GOOD LUCK.
You can have someone from the junkyard apply for a title for the bike, they have the ability to get titles for just about any vehicle.

It would help if you know someone who works there, sometimes you or they can just put a mechanics lean on the bike, hope this helps.
Seems the answer lies with the repo people and the law. Bike should have a #. I bike was repossessed legally some one in possession now should know for whom. If the re possessor is going to chop it up--I say it must have been---eerrr? stolen?? Sounds like wishful thinking on your part and vagueness on the current possessor of the bike.
*O WOW THANK YALL FOR BEING SO SMART* thats my thoughts exactly but being the female of many guy friends i was laughed at when i spoke up about thinking something wasnt right. just didnt sound lagit sending strangers to hunt owners down, expecially when they arnt able to track them their selvs. so i smell stolen all over it also, but repo man claims its not stolen: so is it possible that maybe ven#s have been changed out and thats why its not reported stolen? or more likely the owner isnt even missing it yet? is there a way to purchase it if it isnt a lagit title? im really lost now even, though were smelling the same fish i really wasnt thinking anyone would agree so now ... ~xoxo~me~

Walk away. This is a bogus deal.
Whoah. I didn't read carefully enough. I missed the art about you or at least the repo people have access to the title. Which makes me still smell fishiness about how the repos plan to handle that. I'm with Colleen on this. There is unexplained reasoning by repoman.
