Are FDIC insured banks in Iowa required to make construction loan inspections before draws?

My question is regarding a construction loan that was made to build a hotel. When I built my house, the bank would not release periodic money until they inspected the work, in order to insure that the
    work was actually done.

I should think that this would be the norm with any bank, in order to be sure the money was going for actual work done.
