When ever he or she wants to.lol But to be honest it will depend on the type of attack and a person training as a Ninjutsu student is not taught what to do but how to the difference been what to do would be a set of moves against a type of attack but the how to teaches you to not have a set way to respond because ninjutsu is a multi directional art left right back forward and 45 deg angels in all directions so when someone attacks the ninja will take him during the attackers half step (one foot in the air as a step is taken) the ninjas blocks are not really blocks but are much more like strikes
