NO! Anyone bothering you in a negative way means you are being targeted to be bothered or bullied! IF on the other hand you are enjoying this bother it may be that you are misinterpreting bothersome behaviour as bothersome rather than a ploy by the botherer to garner the attention of you the botheree.... lol If the latter is the case then just have fun but if the former is the case please report the bully-botherer!!!

He probably has not learned skills yet in hanging around other kids and what to do. He is just learning. Some - most are slow learners. By the way, does the boy have a lazy eye. One eye that does not follow the action as the other.
