    do I have to declare to a new employer I have a physical disability

    I have osteoarthritis and cannot kneel without a lot of difficulty and can't sit for any more than 20 mins

    Absolutely yes you should. On many job applications there is a question asking if you have any physical or mental disabilities that should be addressed if employed, at least there is on the job applications where I used to work. It can't be used against you but accomodations must be made on your behalf.
    just tell him up straight and casually, its no big deal. this is something that is out of your control and you cannot be discriminated because of your disability. he can accomodate you, dont worry, its no big deal!
