    in the state of pennsylvania if a landlord owns three or less properties can he discriminate for any reason?

    In the United States (which means all 50 states) a landlord is not allowed to discriminate for any reason. He is allowed to check out the criminal background and financial status of each and every person applying to rent from him and can deny any person who he feels would financially be a risk, in other words someone who probably wouldn't pay their rent, or someone who has a track record of destroying property.
