If you'd like to remove "MS Removal Tool", follow these steps:

1. Restart your computer and load it in "Safe Mode with Networking" (press F8 a few times before Windows comes up to open the "Windows Advanced Options Menu").
2. download this anti-malware software: http://www.malwarebytes.org/ and perform a full scan on your computer.

That's it. Malwarebytes will detect MS Removal Tool and remove it.
You can try other anti-malware softwares as well and install them in the same way (from safe mode with networking)

I recommend changing the name of the Malwarebytes to a different name, because sometimes MS Removal Tool recognize anti-maleware softwares that users try to install and doesn't allow you to install them.

It's a fake antivirus application. Use Malwarebytes Antimalware to remove it. http://www.malwarebytes.org/
