        I'm sure if you qualify for low income housing to begin with they don't take your previous debts into consideration.. all depends upon where you reside...(:

          Most definitely. I screen every potential tenant for debt and criminal background. Prior to signing a lease they are made aware that this is a standard procedure which I do with every tenant. They sign a disclosure form giving me the right to do so.

            I must clarify that my properties are not low income.

            Unfortunately, that is one of the few reasons why you can be refused an apartment. Try to negotiate, such as provide a few months rent in advance, or have someone else co-sign on the lease that will guarantee your rent. Or, probably the best answer is to look somewhere else.
