    If hitting ability is taken out of the equation, I'd vote for Mark Belanger of the Orioles.
    The following were the top rated shortstops going into the 2011 season ranked by the "bleacher report" which is a respected internet magazine.

    Troy Tulowitzki - Colorado Rockies
    Hanley Ramirez - Florida Marlins
    Derek Jeter - New York Yankees
    Jimmy Rollins - Philadelphia Phillies
    Jose Reyes - New York Mets

    However I believe you might be asking an opinion question that asks for all-time.

    In that case I will be partial to a former Big Red Machine shortstop of the 70's and early 80's Davey Concepcion of the Cincinnati Reds.
