Confucianism is last choose, first choose is legalism but after Qin fall apart those address Legalism have a problem, next choose is Daoism at begging those was very succeed but problem emerge, there no way to organize people, then Confucianism emerge, actually the Confucianism never actually dominate the Chinese culture. I can give you a brief comment of this three philosophies, you want deeper you need to learn more.
legalism: law not only punish what you did, also including education others, so there call "????", means tiny crime heavy punish to make sure others watching those punish no dare to broken the law, at first those was so succeed in Qin, there no crime, everybody life seems so will, but gradually it become brutal no one can withstand it, then Qin fall.
Daoism: simple comment human just part of natural. to the mother natural human and mosquito no different, the policy is "????", means lie on to management, plastic said don't to bother the people, the people will do it best, those also very succeed at begging of Han, every body happy and wealth, but when population grow up, wealth and poverty gap expanding, the problem emerge.
Confucianism: those focus on moral, the central idea is "??,??", simple said you should comply the merciful and justice even sacrifice you life, wealth also including your family, that is no concern the law restrict you is your moral guide you, sometime this goal too high and too tough to comply, eventually Chines prefer to embrace Daoism.
