NO. CLR is a solvent that cleans coffee pots and the like. Your water in the heater is what goes into your house and faucets, etc. You don't want that in your drinking water. If your water heater has lots of sediment you need to drain it. There is usually a spout on the bottom of it. Connect it to a water hose and run it outside to the street. It'll drain any sediment from the tank and make it run more efficiently. Be sure to turn down or off the heat so as not to burn out the tank. After an hour or so recheck the water draining and if clear enough for your eyes, close the tank and disconnect the hose. Wait an hour or so before turning on the heat.
