It sounds like the ticket is only issued for the lack of a licence.

I would thing that she has to go to court,where you can just mail the fine in for other thing's such as parking or whatever,what fine could you put on no licence,she is going to have to explain why she has no licence and to get one.Did the cop let your mom drive away after learning she had no licence?

I have fought many traffic citations in my time, Fl is a no-fault state, in a no fault state the best thing I've found is to get a lawyer, most of the ones that specialize in traffic violations will do it cheaply and get the points removed or the ticket dropped entirely.

THE CAR YOUR MOTHER WAS DRIVING SHOULD BE DESTROYED OR SOLD AND THE MONEY DONATED TO A HOSPITAL FOR PARAPLEGICS YES I AM SHOUTING WHAT A MORON!

If she pleas guilty at this point the judge will tell her how much the fine will be then tell her to go to another room where some other people will do the paperwork.
