There's no complete answer to this. A British infantry battalion might consist nowadays of roughly 600-800 troops. 3 Battalions could make up a regiment, that regiment, along with supporting arms such as an artillery unit, a signal squadron, a squadron of engineers, a field ambulance unit and a transport company etc totalling anything between 3,000 to 5,000 troops would form a Brigade. You would need at least two brigades 3 more likely, to call yourselves a fighting Division. A total of 10,000 to 15,000 troops on the ground. Probably run by a major-general.
