Here in the UK a disability parking badge belongs to the person who it is registered to. So as long as that person is there it can be used anywhere. If the person it is registered to is not there , it is an offence to us it on that occasion. 

Imagine this.... If you saw a person without a disability parking in a handicap parking spot, would that upset you? If you are not going to get out of your vehicle, why would you need to park in a handicap parking spot? However, the scenario you asked about, it would probably be "legal". BTW, my wife has a handicap parking permit, but when I am driving, I drop her off at the front door and then park in a regular spot to save the handicap areas for those that really need it.
