There will be no guarantee of a white Christmas in Canada anywhere that I'm aware of, least of all, Vancouver, British Columbia. That area is the warmest in all of Canada, year round. You have a better chance in Montreal but who knows.
It seems that you are considering only the cities with populations in the millions? You might want to try cities that are much further north (and therefore population 100,000 or less) if you want a better chance of more snow.
Perhaps the northern part of provinces such as Manitoba, Alberta, Ontario, Newfoundland/Labrador. The problem is warm air/winds sometimes come up from southern United States, producing warmer temperatures and (less or) no snow. I have experienced several 'green Christmases' in my lifetime and I live in a cold and snowy part of Canada.
