The reason why you got a message to ask you to go to https://www.smart.com.ph to view your mms is because you do not have MMS/GPRS settings on your phone yet. You will need to call your operator for these settings.
At this point in time, the MMS will already be ready for your viewing on the webpage they gave you. To view this, you will need to have an internet connection either on your computer or on your phone. If you plan to do it on your phone (note, there will be data charges incurred if you view on your phone), you will need to have GPRS settings that you can ask from your operator. If you plan to view it from your computer, go to the webpage they gave you and enter your phone number and the password given to you in the SMS they sent
