 If you want to decorate it low cost, these balloons look easy to make, you could sit them on tables weighted down. Coloured streamers strewn on tables would add a party effect. Sounds like fun.

I think you could pick any theme, MCM. Our beautiful zoo has an ice cream social every year and features animals in the theme. For some reason, red and white stripes and straw hats come to mind. I like PL's photo, but brighter balloons. The table could just have a bud vase and single daisy, (or a glass square with a small bouquet) with small glass containers of nuts, sprinkles, cookie crumbles, and other toppings....colorful and useful. Put small spoons in each, of course.  You could use Styrofoam balls for scoops of ice cream, pinning some red sequins in small clusters for cherries, brown for chips, multi-colored for M&Ms, etc. Paint or cover others for chocolate, orange, pink, green ice cream. Glue with decorator frosting to a real cone, or make cones with construction paper and glue. Don't forget to texture fake cones with colored pencil.
