"the Fugitive". David Janssen was the actor.

David Janssen played Dr. Richard Kimble on the television show, "The Fugitive", which ran from 1963 through 1967. 

The doctor was convicted of  the murder of his wife and escaped when the vehicle he was being transported to prison in crashed.  He swore he had seen a one-armed man leaving his home, finding his wife dead when he got inside.  The whole show centered around Lt. Gerard trying to capture Kimble, and Kimble in hot pursuit of the one-armed man.

That one-armed man scared me so much, I would leave the room for the introduction of the show and come back when the commercials started.  Still gives me the creeps to picture that guy...
