If I remember correctly, MicroSoft Word will count the number of words you have written in a text. That's the first bit of advice.
Make a list of what you want to say about water. You should keep it pretty simple because you don't have a lot of words and need to be thorough and concise in what you incorporate into your paper. I think I would bold face each point within the paragraph(s) you write.
Good luck. Don't forget to proof read...don't count on spellcheck!

I have read that it is often impossible to catch your own typos. (Something about how the brain works)
I wouldn't mind reading your essay. We are in a terrible drought and I worry that it may never rain again. All the greenery looks so faded. The lawn is turning brown. I hope this will end soon. I'd LOVE to feel the rain, see the rain, hear the rain, taste the rain, and smell how it is after a rain storm.

The amount of water I see on sidewalks and trickling into gutters on the mornings after "watering days" alarms me. Lots of waste. :(
Hopefully, we will have an el nino (?) winter. It's crazy to be in the high 80's in the middle of October!
It was more exciting than a ride at the county fair. I'd dance in the rain if it would happen here.
