I think you can cut them off level with your boundary Dennis. I had a tree hanging over my boundary just touching my house, it was growing on land owned by the council. I wrote to them asking them to have it cut back , they wrote back saying they wouldn't cut it, so I wrote another letter explaining the law to them(which I had found out from relation who was a solicitor) telling them that if it was not cut back within ten days ,I would cut it off level with my boundary. They sent someone out and removed it completely within a few days.

I had the same problem with my neighbour refusing to trim overhanging trees. I drilled a hole in one which was accessible from my property and injected some glyphosate. The tree is now dead so I await his response.
