    CAN A PERSON WHO HAS BEEN DEPORTED TEN YEARS AGO FOR A FELONY FROM RHODE ISLAND RETURN

    The person would have been deported from the United States, not just Rhode Island. Deportation because of a felony means that person can never return to the USA. 

    Return at you own risk.If the catch the person back in country they will slam him up in jail for a few years.

    If the democrats have any thing to do with it, he and all of his gang can come in when the new Immigration plans are enacted!  And I think being a felon may be a prerequisite!
