    Because Ninevah was the capital city of the one nation that continually made war and fought against the Jews, namely, Assyria. Eventually, it was Assyria that destroyed the Northern kingdom. To Jonah, going to Ninevah to preach to them so that they would repent and would NOT be punished for what they did to the Jews would be like someone going to Arafat or the PLO/Hamas and having them repent so that they would not be punished by Gd for all they did to the Jews....
