do you know html?
You can always create a basic one in MICROSOFT OFFICE WORD, as long as you save the document with ".html" at the end, it will appear as a website.
Also, dreamweaver works too, and it's REALLY easy to use, it's like the M.O. WORD way of doing it, but you can see your progress properly :)
Or, you can type in "free website templates" into Google, or any other search engine, and choose some website templates (as Ducky said before...)!
But if you want something personally designed, go for creating it yourself, it's more rewarding methinks :)
