You never owe another person an answer unless you're a child or teen and your PARENT needs an answer. : ) So .... If there's an accusation, simply DENY the allegation and change the subject. If the person keeps at you, then you might need to CHANGE the accuser. This is just a wee bit different than what Benthere says. Oh, I forgot ... You could owe the POLICE an answer.

I'm going with the presumption that you don't flirt with someone you AREN'T attracted to, so you actually like the person who has accused you of flirting with someone else. Right?
This being the case, you can coyly say to the person who you actually like, "Would you prefer I flirt with you? I'm definitely OK with that!"
The answer should give you a clear picture of whether the feelings are mutual...
