Join something! Volunteer to do something!
If you are in school, look for a club, activity, or sport you enjoy and DO IT! Sign up for a night class at an adult school (My leather craft class starts in October)
In your community, there are many opportunities to volunteer your time and energy. If you have an animal control site, there is most surely a need for someone to help feed and care for the animals, and clean their spaces.
Maybe you like acting, or art, or helping people. Most houses of faith have youth and adult programs, which offer a social time.
Part of making friends is getting out where you can meet people. While Facebook (as suggested) is a resource for interaction, it's not really spending "quality" time WITH friends. Too one-dimensional for me, although I wouldn't knock it for keeping up with someone you can't just get in the car to go visit or meet at the coffee shop.

Edited to add that I have met people on Facebook and have become friends with them in the real world. Have even met them in the real world. I would never have met them if it weren't for Facebook.

show some interest in the people around you in school, or work, or church...etc.. Ask them about their life....what their interests are........ Pretty soon, they'll be saying you're a pretty nice person. And they'll want to see you again.....for lunch,or to go see a movie, or whatever.
