Don't lick your lips, for one thing!  There ARE a ton of products to try, as all of our answers confirm.  My suggestion is to look for something with SPF sunscreen (at least 15), wear a hat when out in the sun, and use the lip balm, gloss, or stick that YOU think feels good to you. 

AVON has some good lip products, if you can access them through a local distributor or via the internet.  They are always accessible and are reasonably priced.

I find that Noxema works really well  for that problem . Put it on at night and once or twice during the day time..

I like to lightly brush my lips with my toothbrush at night to remove dry skin, then put on a heavy duty chapstick. It works wonderfully! I still reapply chapstick throughout the day, but they are never chapped.

Put chicken poop on your lips, you will stop licking. Otherwise try chapstick.
