    Do just that. Address it to the judge at the court he sides at. Explain why you feel the fine needs to be reduced. 

    Ask for leniency of the court and explain the situation.Explain to them your financial situation and the reason why you can't pay right away,  they should be able to work out a payment plan that will work for you.
