In defense of Ms Harlan, the choice to meander sans shoes was more of necessity than preference. Whilst I had the foresight to accommodate myself with comfortable walking foot apparel, Ms Harlan was unaware of my devious plot  (which is most necessary in NYC) to promote an excessive amount of pedestrian activity during the duration of our residence within the five burroughs,  bringing merely lightweight foot coverings resembling ballerina slippers, the elastic of which promoted considerable discomfort, including blistering in the area of the heel.  

Might this be considered an example of extreme vocabulary proficiency or merely snotty?

It is not illegal however it is recommended that you wear shoes while driving.
