Are they dairy cattle or beef cattle? Are they growing stock, or mature, expected to fatten, or produce calves and milk? Are they on pasture alone, or barn fed, and turned out part of each day? Is it improved or unimproved pasture? What climate is it located in, rainfall per year, irrigation, etc.? All of these factors come into play when figuring the "stocking ratio" of a pasture.
