Check that both volume controls are turned up to maximum - the PC volume (usually located on the bottom right of your screen) and the monitor volume (usually adjusted with push buttons on the bottom or side of the monitor)
If both of those are maxed out, that's all the volume you're going to get out of those speakers. Most speakers built into monitors are on the puny end of the spectrum, 2-5W max.
