    should a playground be in the grass

    Yes, but do not expect it to stay as a manicured lawn, if kids start to use it there may be damage to your grass, but grass can be replanted, kids need to have fun.  It should be a perfect place for a playground, as long as fido doesn't use it to poop, as the parasites that a dog may have can be picked up by young kids playing on same grass.

    Oh boy are there, I assumed he meant for a private yard. Good point, publicly there are many regs...

    Playgrounds in California, at least where the equipment is placed, have to have some special groundcover that alleviates, hopefully, the severity of injuries from falls. Do not recall the name of it.
