    a. today I got a moving violation in NJ. A friend of mine told me "if someone gets a moving violation in another dtate it will not go on their driving record if the ticket (fine) is paid in 14 days" Is this true?

    This depends on your state but I doubt it's true. A violation is still a violation, paid or not and points can be applied. All DMV's are linked together now on a national data base. It's hard to hide out of state violations from them.
