For bolts broken off in an engine block that cannot be removed otherwise, I recomend using an edm machine…...http://en.wikipedia.org/wiki/Electrical_discharge_machining the design of a machine like that can be reduced in complexity to one that can be constructer in a home shop for about $100.00 in parts. I have built 10 of these machines and am building another soon.
