Disconnect one of the battery terminals. Remove the horn button from the center of the steering wheel. It may be the type that pulls off or it may be the type that comes off with 2 screws on the back of the steering wheel.
Pull the dust cover (if any) then remove the large nut in the center of the steering wheel. Note the orientation of the wheel so that you can get it back in the same place. The next step will require a steering wheel puller. They are relatively inexpensive, but you can also borrow one from many auto parts retailers.
Use the puller to remove the steering wheel, then you should have access to the ignition switch mounting screws(s). Pull the screws and the ignition lock cylinder should come out easily. http://wiki.answers.com/Q/How_do_you_remove_the_ignition_cylinder_lock_from_a_1983_Chevy_Truck_C20_Scottsdale
