Because the tobacco industry generate billions of dollars annually. All those dollars are taxed. Tobacco carries one of the highest taxes per product in the nation. That's a lot of money the government gets to collect and waste on some foolish program. The tobacco industry also employs hundreds of thousands of people, where would they work? There's not enough jobs now. 

Doctors kill just as many people annually as cigarette smoking does. Should we quit using doctors?

Cars accidents kill 30-40 thousand people per year. Apparently cars are bad for people too. Should we stop selling cars?  

Not everyone who smokes gets cancer. Some people get cancer without ever having smoked a day in their life. 

Eating at McDonalds is bad for you. Do you ever eat at McDonalds?

People do all kinds of things! I do not know why! People who are addicted would get mad at them though, if they quit selling them.
