what would you wanted to include in the Constitution and Bill of Rights that isn't there?
Looking at the way Congress has self-served, I would have made a stipulation that a public servant (from city councilmember through President) would recieve a very modest stipend, perhaps as little as $1/day, with NO benefits being allocated after leaving office (ALL of which would have term limits).

Your ideas seem more like mandates you would find in a Constitutions rather than a bill of rights.
To amend the bill of rights, I would make sure that no class of people would be disallowed any of the same rights and benefits of any of their peers. Yes, in my bill of rights, it would be illegal to keep gays from getting married based on religious beliefs or any other silly beliefs of what "normal" is.
Everyone would have a right to their own religion, no religion would have a right to dictate civil liberties.
Skin color would never be discriminated against.
Children would have to leave their cellphones and other non classroom essential electronic devises at the office at the start of thew school day and pick them up at the end of the school day. *This would be found under the heading of children's rights ;)
