The dogs need to be house trained, if not this will continue for ever.

if you put papers near your front door let the dogs go to them after they doing it there time to take them out lots of times till they know where they do toilet as for your carpet do not use ant sprays get a wee hand steamer oh god your carpet come up as new and no smell  the steam cleans everything in your house hope this works bye

If your dogs are old enough to be housebroken yet are still wetting in the house, have them both checked for a urinary tract infection. 

Yes you MUST invest in the time and effort of training these dogs.  They are not yet familiar as to what is acceptable to be a domesticated pet, just their instinctive behavior of going where ever it is convenient.  Also, get a good book on dog training and read it and remember to use the carrot system, not the whip!  Treats, or just praise goes a long way.  You need to time when you feed and water them so you will be able to continue to put them out to go.  When they succeed, you praise them, and shower them with pats of love.  Do not scold or hit them when they are unsuccessful.  And use newspapers as others have said.
