I dont know what state you live in. Look up "Animal Allies" in your area and give them a call. .
They trap the cats, neuter them  and put them up for adoption.. They never euthanize the animals.
That is the only humane way to deal with them.

Why not just get a dog that barks a lot , you might have some luck their, hope your neighbors are deaf as well..

You can use Kerosen and throw it over their body, they will make a lot of noise and start running away.
