In my opinion, some people are wicked becuase they have been treated the same way by others, so they take their frustrations out on others. In rare cases, there are also those who are psychopaths or have some kind of another mental disorder.
On the other hand, what you define as wickedness might not be defined the same way by others.

What is all this ranting about and the overuse of the word "wicked"? Perhaps you could invest in a thesaurus for your intertainment.

I can’t find my Thesaurus! It’s always around too. I can’t use the one on the computer with ease and it’s 3:05 A
Wicked has a sort of Hansel and Gretel sound. Rant sounds like ... well, never mind.

If children are not treated good by their parents, they will treat their children the same way with yelling, hitting, belittling, bullying, depriving food and other necessities. If the children are raised by addicts or people who do not obey the rules of society, they will follow what they’ve seen.
It is a cycle. Those kids who have been abused in one way or another will grow up to treat their kids in the same way. If education and training enter their lives, they will have a very good chance to do right by their kids. (It’s not all bleak)
Like Michael said, mental disorders can cause all sorts of problems.
Also, it’s not always that way. It’s that way frequently.
