the belt is free from obstructions.
took the rope assembly off the tiller and it is free and not in a bind. the noise is coming from behind the one inch shaft that goes into the side of the motor that the pull rope assembly slides onto.

Have you checked the oil level? It's beginning to sound like the engine may be binding. Even if there is oil in it, the sending unit could be bad.
Drain the oil and put in fresh. The oil may be too old and too thinned out if you've never changed it.
You need to hope that if this is an oil issue, you did not heat the engine up enough without proper lube from the oil that it didn't cause metal parts to weld to metal parts. If this has happened then your engine is seized and there's no fix for that except a new engine.

At least change it and then try again. If the engine still squeals then there's something broken in it or it could be a bearing in which case you need a small engine mechanic.
