Try using the Bissell quicksteamer 1960-w guide which has a troubleshooting section in order to solve your problem. The guide can be found at

I wish I could answer this as I have the same problem. I was told to check all pin holes for where the water comes out to make sure they were not plugged and to check the tubes to make sure there was no kinks or clogs. Everything is clear but the water still does not come out. I'm now suppose to take it to a repair center. Bissell has a 7 year warranty on a lot of their carpet cleaners so you may want to give them a call to see if you can get it repaired for free 1-800-237-7691
