    Maybe Alaska if you build an igloo. Other than that, building permits are required everywhere.

    parts of Mont. and Ohio used to only require electrical and septic inspections, wondered if that had changed??

    I'm sure it's changed. Now they need to inspect the safety of the dwelling and make sure supports and headers are up to code.
