If I remote start the car, the parking lights and the instrument cluster lights will come on. As soon as I press the brake to shift the lights go out.
If I desable the remote starter the parking and the instrument cluster lights will not come on att all. In all cases, only the head lights come on.

Now when you say, if you disable the starter, what do you mean by that?

When I disable the the remote starter, I mean when I position the toggle switch to off, to bypass the remote starter. Then I start the car normally.
When I use the remote starter to start the car, the parking lights will go off and remain off leaving no lights for driving. They will come on only when I restart the car then go off again when I press the brake pedal. They won't come on even when I turn them on using the head light switch.

It does seem like your remote is messing up the system. You will need to find a shop near you that installs car alarms and have them check it.
