    The main jet is blocked and you are trying to start and run with the idle jet. Remove the carburetor bowl and clean the main jet by blowing through the brass but and then take a look up the hole and see if there is any debris blocking the main jet feed to the venturi. DO NOT USE CARBURETOR CLEANER. Add Seafoam or B12 to the fuel and it will keep the carburetor clean from gumming. Any good automotive shop will sell this product, and , believe me, it works very well.

    I agree with WD, but am not familiar with the product mentioned.  I have a little trick that was shown to me by an older man who repairs machines.  Take a fine wire (florist wire) and with the screw at bottom of the carburetor bowl removed, run the wire up and ream the jet inside the carb to remove any debris.  It is amazing how many times this is the solution to carb problems!  Return screw, put new gas in tank, and start!
