The Federal Emergency Management Agency (FEMA) is an agency of the United States Department of Homeland Security. The agency's primary purpose is to coordinate a response to a disaster that has occurred in the United States, and which cannot be delt with only with the resources of the state in which the disaster occurred in.

I used to work for FEMA and in addition to coordination of myriad federal, state, county and local assets, during disasters, they also provide maps for the National Flood Insurance Program. They have a Top Secret job as well and that is found in their Continuity of Government, or COG'ers as we called theem. At a certain point, the director of FEMA decides who will be president if, say, Washington was wiped off the face of the map. FEMA has a clear line of ascendancy to become the president. From the looks of today's choice of president, FEMA couldn't do any worse. Thanks for your response.
